1278 was placed under the joint protection of the Spanish Bishop of Urgel and
the French Count of Foix. As a result, Andorra had two overlords and today

Spanish stamps overprinted and
special issues in Spanish currency were used until June 1931 when France,
having obtained approval from the UPU Congress in London in 1929, established
its own postal administration and issued overprinted stamps. Since that date
issues of both Spanish and French currencies have been in use for external
mail, but uniquely there is no charge for internal mail in the province.
